    Managing the possible health risks of mobile telecommunications: Public understandings of precautionary action and advice

    It has been suggested that precautionary approaches to managing possible health risks mobile telecommunications (MT) technology may cause or exacerbate public concerns. In contrast, precautionary approaches to managing such risks in the UK have been framed as a way of reducing public concerns. This article presents evidence from a series of focus groups about publics’ understandings of the actions taken and advice given about potential MT health risks by the UK government. Eight focus groups were conducted with members of the public that varied in their age, their awareness and concern about mast siting, and the self-reported level of mobile phone use. From the analyses a complex picture emerged in which publics’ understandings were not primarily framed in terms of precautionary action and advice either provoking concern or providing reassurance. People made sense of precaution by drawing upon a range of evidence from their understandings of costs and benefits of the technology, as well as the institutional context in which MT health risks were managed. For some of those involved in protesting against mast siting, precaution was seen as confirming existing concern. Further systematic exploration of the contexts within which different responses to precaution emerge is thus likely to be instructive.Mobile Telecommunications Health Research Programme

    Pleasure, agency, space and place: an ethnography of youth drinking cultures in a South West London community

    Media, government and public discourse in the UK associate young drinkers as mindless, hedonistic consumers of alcohol, resulting in young people epitomising ‘Binge Britain’. This preoccupation with ‘binge’ drinking amplifies moral panics surrounding youth alcohol consumption whereby consideration of the social and cultural nuances of pleasure that give meaning to young people’s excessive drinking practices and values has been given little priority. This sociological study explores how young drinkers regulate their drinking practices through levels of agency which is informed by values linked to the pursuit of pleasurable intoxication alongside friendship groups in a variety of drinking settings. Data informing this study comes from contextualised ethnographic fieldwork alongside heterogeneous groups of young people and community members in an area of South West London. Whilst encountering hundreds of participants in fieldwork, data informing this research stems from ninety main protagonists. Following a qualitative grounded theoretical approach, the study prioritises the voice and everyday experience of young drinkers and local community members to present theoretical descriptions of youth drinking cultures embedded in a historical, social, cultural and spatial context. Through the ethnographic data, this thesis argues that young drinkers show levels of agency in their pursuit of pleasurable drinking experiences through conscious forms of self-governance and regulation which are informed by learned experiences and interactions such as gender. Moreover, youth drinking is both enabled and restricted by constraints and complexities such as space and place; which form central points of analysis in this thesis. It is concluded that accounts derived directly from young people are not only central to understanding how and why young people engage in forms of excessive drinking, but can better inform national and local alcohol-related policies and strategies, as opposed to discourse preoccupied with UK ‘binge’ drinking that young people rarely identify with

    Neural complexity: a graph theoretic interpretation

    One of the central challenges facing modern neuroscience is to explain the ability of the nervous system to coherently integrate information across distinct functional modules in the absence of a central executive. To this end Tononi et al. [Proc. Nat. Acad. Sci. USA 91, 5033 (1994)] proposed a measure of neural complexity that purports to capture this property based on mutual information between complementary subsets of a system. Neural complexity, so defined, is one of a family of information theoretic metrics developed to measure the balance between the segregation and integration of a system's dynamics. One key question arising for such measures involves understanding how they are influenced by network topology. Sporns et al. [Cereb. Cortex 10, 127 (2000)] employed numerical models in order to determine the dependence of neural complexity on the topological features of a network. However, a complete picture has yet to be established. While De Lucia et al. [Phys. Rev. E 71, 016114 (2005)] made the first attempts at an analytical account of this relationship, their work utilized a formulation of neural complexity that, we argue, did not reflect the intuitions of the original work. In this paper we start by describing weighted connection matrices formed by applying a random continuous weight distribution to binary adjacency matrices. This allows us to derive an approximation for neural complexity in terms of the moments of the weight distribution and elementary graph motifs. In particular we explicitly establish a dependency of neural complexity on cyclic graph motifs

    A first principles pn junction device model has predicted new designs for high voltage, high efficiency InP solar cells. Measured InP material properties were applied and device parameters (thicknesses and doping) were adjusted to obtain optimal performance designs. Results indicate that p/n InP designs will provide higher voltages and higher energy conversion efficiencies than n/p structures. Improvements to n/p structures for increased efficiency are predicted. These new designs exploit the high absorption capabilities, relatively long diffusion lengths, and modest surface recombination velocities characteristic of InP. Predictions of performance indicate achievable open-circuit voltage values as high as 943 mV for InP and a practical maximum AM0 efficiency of 22.5 percent at 1 sun and 27 C. The details of the model, the optimal InP structure and the effect of individual parameter variations on device performance are presented
